The HTA Library

Harm Traceability Archive n.

An evidentiary archive of public records — documents, filings, statements, primary sources — organised so that a harm or claim can be traced back to the people, actions, and citations that produced it. Each record carries a permanent identifier of the form HC-###. The library is how the Coherence Framework grounds a model (or a person) when they assert something about the world.

The library is organised by volume. Each volume is a single Markdown file and each record inside it has a stable HC-### identifier so citations survive revisions.
